Well, I don't disagree that the whole 3,000 missiles bit was disinformation. I guess, the real issue here is: was our strategy ever really "inside-out," and why, or why not?

I think... the theory is that at one point of this war it did us a great advantage for some to think Saddam was dead.
Then the Iraqi TV did their Saddam propaganda. The Iraqi folks in the city of Bagdad see and know nothing but bombing. In 91 we left them with Saddam like it or not.
They know Saddam is alive, they (Iraqi civilians and elite and regular Saddam Armies) have no way of knowing we are in this in hell and high water until he is dead or gone.

I'm not a military strategiest. I only know that "preserving the infrastructure/reduce civilian casualties is a rule" to live by from my military high rank friends.
I do know I see a lot better strategy commentary on FR than in the news with the self proclaimed experts. There was an excellent thread going on in here last night I was reading before going to bed. If I see it, I'll ping you.

I think there are two reasons for not seeing the "Shock and Awe" technique in Baghad:
There are probably many people talking with our CIA preparing to surrender and we don't feel the need to level anymore buildings.
The "Shcock and Awe" will be on the front lines; the RG will be nearly erased from existence. That would be the best use of ordinance and since they are dug in, it will not be hard to do.
BTW the elimination of those columns coming from Baghdad would lead the Generals of the RG to conclude that they are trapped, that there won't be any supplies, no more ammo and no more troops. I think those battles were much more significant that anyone has let on.
