2-fold objective: 1. terrorize the regulars and civilian population to quell the uprising, 2. propoganda for the regime in Baghdad. However, it would be more convincing propganda if they were dressed in British uniforms. The Brits are on the ground in Basra, not US Forces.

Pierre Cardin probably or some other French clothing/uniform maker. Most of Saddam's uniforms and his top officers's uniforms are French Made!
