LA HABRA -- Antiwar protesters burned and ripped up flags, flowers and patriotic signs at a Sept. 11 memorial that residents erected on a fence along Whittier Boulevard days after the terrorist attacks in 2001 and have maintained ever since.
However, although officers witnessed the vandalism Saturday afternoon, police did not arrest three people seen damaging the display because they were "exercising the same freedom of speech that the people who put up the flags were,' La Habra Police Capt. John Rees said Monday.
"For this to be vandalism, there had to be an ill-will intent,' he said.

Seems to me, if they caught some kid in the act of graffiti-ing a business property, they would take action and THEN notify the business owner afterward. Seems like that would be the way things should work, since the business owner can't be everywhere and see everything. Instead, because the LaHabra police chief is obsessed about "intent", the business owner just has to hope the police bother to inform him of whatever vandalism they witnessed.
Jeff Collison, owner of The RV Center in La Habra, who has allowed residents to add patriotic symbols to the fence on his property, said he just might do that.
Good for you, Jeff; think about a civil suit too.
That would be the organizers of the anti-war rallies.
The Workers World Party (ANSWER), Revoluntionary Communist Party (NION) and Leslie Cagan (United For Peace and Justice) are all communists that would love an American defeat. That's all they are interested in and if they can use the "anti-war movement" to do that, they will.
The people who attend their rallies have no excuse. I wouldn't go to a "Support Our Troops Rally" run by the Robert Byrd Fan Club (KKK) or neo-Nazis because I know their motives are not supporting our troops. It would be something else like gaining the appearance of legitimacy or public support. Likewise, anyone who marches with ANSWER or these other groups bears the responsibility for being a traitor.
So I can exercise my free speech rights by trashing the local ACLU offices? Kewl!
So if I'm away on vacation and the police see someone breaking my windows or spray painting my house they will do nothing to stop the action?
My guess is that they were too lazy to do the subsequent paperwork.

Operations Command is directly administered by a Police Captain who is responsible to the Police Chief for the overall effectiveness and efficiency of the field operations, programs and activities, and operations of the facility and jail.
Support Services consists of the following activities: Information Technology, Records, Communications, Property/Evidence Control, Court Services, Community Relations and Crime Prevention. All Public Safety activities are linked and dependent on the services of the Support Unit. Support Services is directly administered by the Police Captain responsible for Investigations. Major program activities this next fiscal year will center on the upgrade to the computer system with CAD and Records.
Well, you can do that in La Habra, anyway. As long as there's no malice in your heart when you wreck the joint, the police chief will not hamper your self-expression in any way.
