Howell Yields Clout With Diplomatic Touch Colleagues Praise Va. House Speaker

RICHMOND -- For 10 years, state Del. William J. Howell has led a weekly Bible seminar for fellow lawmakers hardy enough to attend 7 a.m. scripture readings during the General Assembly. This year, the group that started out with four Republican delegates swelled to 30 and probably not because the wisdom of Solomon was on the agenda.
Seminar leader Howell had become speaker of the House of Delegates, the most important Republican in Virginia government, second only to Democratic Gov. Mark R. Warner in statewide political power.

"We all need wisdom, that's the lesson that you get from Solomon," said Howell, 59, of Stafford County. "It's got tremendous implications for legislators." Howell's path hasn't been entirely smooth, however. A few fellow Republicans have given him political heartburn with their constant focus on restricting abortion rights, a cause they champion with numerous bills and floor speeches. This month, state Del. Richard H. Black (R-Loudoun) sent a plastic fetus to senators, prompting a storm of bipartisan protest and a reproach from Howell.
