The leftist media spin is that the current crisis in North Asia is the result of George W. Bush calling Pyongyang a member of the 'axis of evil.' In reality, the soft-line appeasement policy taken by Clinton against North Korea and China is what has led us to this point.

For example, former Clinton adviser Paul Begala, now serving as a talking head on CNN, claimed that the Clinton administration contained the threat from North Korea. Clearly, Mr. Begala missed the 1990s.

Of course, Mr. Begala simply forgot that Clinton's military chief of staff testified in 1998 that North Korea did not have an active ballistic missile program. One week later the North Koreans launched a missile over Japan that landed off the Alaska coast.

During the early Clinton years, hard-liners and so-called conservative hawks advocated a pre-emptive strike to halt North Korea's nuclear weapons development before it could field an atomic bomb. Instead of taking the hard line, President Clinton elected to rely on former President Jimmy Carter and decided to appease the Marxist-Stalinist dictatorship.

Carter met with North Korean leader Kim Jong-il in Pyongyang and returned to America waving a piece of paper and declaring peace in our time. Kim, according to Carter, had agreed to stop his nuclear weapons development.

The Clinton appeasement program for North Korea included hundreds of millions of dollars in aid, food, oil and even a nuclear reactor. However, the agreement was flawed and lacked even the most informal means of verification.

In return, Kim elected to starve his people while using the American aid to build uranium bombs. The lowest estimate is that Kim starved to death over 1 million of his own people, even with the U.S. aid program.

North Korea was not left all alone in its effort to obtain nuclear weapons. North Korea relied heavily on China, its closest ally, to assist in its all-out effort to obtain the atomic bomb.

Beijing elected to covertly aid its North Asian ally by proliferation. China allowed Pakistan to send nuclear technology purchased from Beijing to North Korea in exchange for No Dong missile technology.

Beijing provided Pakistan with its nuclear weapons technology, including an operational atomic bomb design. Pakistan is now providing North Korea with equipment and engineering to assist in its bomb-making efforts.

The fact remains that North Korea acquired some key equipment for its nuclear weapons program from Pakistan in 1998. The key equipment, including a working gas centrifuge used to enrich uranium, was shipped to Pyongyang in the coffin of the murdered wife of a North Korean diplomat.

Beijing's indirect assistance includes allowing Pakistani C-130 cargo flights over China to Pyongyang that carry key equipment for nuclear weapons production. The flights return to Pakistan with North Korean No Dong missile parts.

Pakistan also benefited from the trade in weaponry. The missiles-for-nukes trade gave Pakistan an operational means to deliver its atomic bombs.

Pakistan has since successfully test-fired and deployed its own version of the No Dong missile, called the Ghauri. The North Korean-designed missile has a range of nearly 900 miles and can cover virtually all of India, Pakistan's rival in Southwest Asia.

The ultimate irony here is that the North Korean No Dong and Tae Po Dong missiles are based on technology given to Pyongyang by China. In 1994, the Wall Street Journal revealed that Chinese-made CSS-2 missile technology had found its way into North Korean hands.

China has also allowed North Korea to ship SCUD missiles through its territory for Middle Eastern customers. According to a Canadian undercover operative, North Korean agents moved dismantled SCUD missiles through China into Pakistan, Afghanistan and Iran.

The allegations proved to be correct because U.S. satellites were able to follow Chinese-made M-11 missiles bound for Pakistan over the same land route in 2000. The illegal export of M-11 missiles brought swift sanctions against Beijing by the Bush administration.

In recent months China has been much more overt about assisting Pyongyang with its nuclear weapons program. In 2002, China sold Pyongyang a large shipment of tributyl phosphate, a key chemical used to extract plutonium and uranium from spent fuel rods for atomic bombs.

In contrast, the U.S. repeatedly told India, South Korea, Japan and Taiwan that they should not develop nuclear weapons. The U.S. position was that the no one had the right to bring a new arms race to Asia.

The U.S. also backed up this policy by placing severe restrictions on the export of nuclear and ballistic missile technology to India, Taiwan, Korea and Japan. The trade agreements also had teeth built into them in case U.S. technology was abused.

For example, when India developed and tested its nuclear bomb, the U.S. responded with hefty sanctions and a diplomatic freeze that is just now beginning to thaw.

Compared to the strict U.S. policy, China did not discourage its client states, North Korea and Pakistan, from developing nuclear weapons. Instead, China has overtly and covertly assisted both nations to develop and deploy active weapons upon working delivery systems.

Nature abhors a vacuum, especially in the case of nuclear weapons. The whole equation of Asian defense has changed overnight. As a result of China's nuclear proliferation, Japan, South Korea and Taiwan may now have to follow Pyongyang's lead and begin their own atomic weapons programs. That decision will be made in Tokyo, Seoul and Taipei, not in Washington.

It should shock no one, including the China lobby and DNC apologists, that Beijing will continue to support North Korea's nuclear weapons program.

However, some fools continue to be suckered by Beijing's obvious ploy to dominate Asia. The fools' hope that China will restrain Pyongyang continues to echo off the lips of the leftist media, as if by simply wishing it were true will make it so.

The fact remains that Bill Clinton's legacy is an unstable world filled with hungry dictators and nuclear weapons. The result of the Clinton appeasement policy toward China is a new arms race.

It is obvious to anyone who bothers to remove his political blinders. It is so patently obvious that even those whose political blinders are a permanently fixed fashion statement -- that is to say, even Hollywood -- can see it. (Just ask Whoopie Goldberg...or Rosie O'Donnell...) Bush's poll numbers are a reflection of this self-evident truth.

What is manifestly obvious and confirmed on a daily basis is the plain fact that Democrats are, by definition, constitutionally unfit to navigate the ship of state through these troubled, terrorist waters. Democrats were unfit pre-9/11, but few could see it then. It was 9/11 and its aftermath that made this truth crystal clear even to the most simpleminded among us.

The unwashed masses, the uninformed, the disinformed can see it now. All America can see it now. Self-preservation is kicking in, trumping petty politics at every turn.

And this is why Democrat demagoguery and stupidity and sedition are achieving new lows...

We are witnessing the last gasp of a political relic. The Democrat party is not merely obsolete. As 9/11 and clinton-clinton-Daschle action and inaction have demonstrated, the Democrat party is very dangerous.

We must now make sure that this fact, too, is obvious to all...

Had George Will written Sleaze, the sequel (the "sequel" is, of course, hillary) after 9-11-01, I suspect that he would have had to forgo the above conceit, as the doubt expressed in the setup phrase was, from that day forward, no longer operational.

Indeed, assessing the clinton presidency an abject failure is not inconsistent with commentary coming from the left, most recently the LA Times: "Clinton Let Bin Laden Slip Away and Metastasize."

When the clintons left office, I predicted that the country would eventually learn--sadly, the hard way--that this depraved, self-absorbed and inept pair had placed America (and the world) in mortal danger. But I was thinking years, not months.

It is very significant that hillary clinton didn't deny clinton culpability for the terrorism. (Meet the Press, 12-09-01), notwithstanding tired tactics (if you can't pass the buck, spread the blame) and chronic "KnowNothing Victim Clinton" self-exclusion.

If leftist pandering keeps the disenfranchized down in perpetuity, clinton pandering,("it's the economy, stupid"), kept the middle and upper classes wilfully ignorant for eight years.

And ironically, both results (leftist social policy and the clinton economy) are equally illusory, fraudulent. It is becoming increasingly clear that clinton covertly cooked the books even as he assiduously avoided essential actions that would have negatively impacted the economy--the ultimate source of his continued power--actions like, say, going after the terrorists.

It is critically important that hillary clinton fail in her grasp for power; read Peggy Noonan's little book, 'The Case Against Hillary Clinton' and Barbara Olson's two books; it is critical that the West de-clintonize, but that will be automatic once it is understood that the clintons risked civilization itself in order to gain and retain power.

It shouldn't take books, however, to see that a leader is a dangerous, self-absorbed sicko. People should be able to figure that out for themselves. The electorate must be taught to think, to reason. It must be able to spot spin, especially in this age of the electronic demagogue.

I am not hopeful. As Bertrand Russell noted, "Most people would sooner die than think; in fact, they do so. "

The nuclear threat implicit in these undeclared wars became explicit last year, when North Korea openly repudiated the treaty by which Bill Clinton had tried to buy them off by essentially paying blackmail to get their nuclear weapons off the headlines.

Sweeping the problem under the rug worked for Clinton, in the only sense that mattered to him, that it solved his immediate political problem and left the dangers to be dealt with by his successors. But now that President Bush has openly recognized the terrorist threat and taken it on, the path of buying off North Korea once again seems no longer open to him, even if he wanted to take it.

In May, 1996, American diplomats were informed in a Sudanese government fax that Bin Laden was about to be expelled -- giving Washington another chance to seize him. The decision not to do so went to the very top of the White House, according to former administration sources.

They say that the clear focus of American policy was to discourage the state sponsorship of terrorism. So persuading Khartoum to expel Bin Laden was in itself counted as a clear victory. The administration was "delighted".
Bin Laden took off from Khartoum on May 18 in a chartered C-130 plane with 150 of his followers, including his wives. He was bound for Jalalabad in eastern Afghanistan. On the way the plane refuelled in the Gulf state of Qatar, which has friendly relations with Washington, but he was allowed to proceed unhindered.
Barely a month later, on June 25, a 5,000lb truck bomb ripped apart the front of Khobar Towers, a US military housing complex in Dhahran, Saudi Arabia. The explosion killed 19 American servicemen. Bin Laden was immediately suspected...

The placebo effect immediately came to mind
as I listened to Shelby Steele,
a research fellow at the Hoover Institution,
debunk the following pernicious spin intended to save clinton.
To wit:
A proven felon and utter reprobate can remain president;
clinton can be a failed human being but a good president.

The error in these statements arises, says Steele,
from the belief that
virtuousness is separate from personal responsibility
so that one's virtuousness as an individual is determined by
one's political positions on issues rather than on
whether or not in one's personal life there is a
consistency and a responsibility.

Steele's contention is that this compartmentalization,
rather than being the amazing advantage
the clintons would have us believe,
in fact, spills toxicity into, corrupts, the culture.

If mere identification with good policies is what makes one virtuous
then those policies become, what Steele calls, iconographic,
that is to say they just represent virtuousness.
They don't necessarily do virtuous things.

If clinton's semantic parsing strips meaning from our words,
clinton's iconographic policies strip meaning from our society,
systematically deconstructing our society as a democracy. . .

I would take Shelby Steele's thesis one step further.
I maintain that iconographic policy functions like a placebo,
producing a real, physiological and social effects.

The placebo effect is, after all, the brain's triumph over reality.
Expectation alone can produce powerful physiological results.
The placebo effect was, at one time, an evolutionary advantage:
act now, think later

Placebo is Latin for "I shall please."
And please he does
doling out sham treatments, iconographs, with abandon.
To please, to placate, to numb, to deflect.
Ultimately to showcase his imagined virtue.
Or to confute his genuine vice.

or at the hint of high treason...

clinton's charlatanry mimics that of primitive medicine.
Through the 1940s, doctors had little effective medicine to offer
so they deliberately attempted to induce the placebo response.

The efficaciousness of today's medicines
does not diminish the power of the placebo.
A recent review of placebo-controlled studies
found that placebos and genuine treatments
are often equally effective.
If you expect to get better, you will.

Which brings me back to the original question:
Can clinton be a failed human being but a good president?

Clearly he cannot.
These two propositions are mutually exclusive.
clinton's fundamental failure is a complete lack of integrity.
He has violated his covenant with the American people.

Because clinton has destroyed his moral authority as a leader,
he can no longer function even as a quack;
the placebo effect is gone.
And so the Placebo President must now go, too.

September 11 changed a lot of things for me, Bill. I will say this, before September 11, I was definitely mildly myopic in terms of my political agenda. If you were Democrat you were probably right, and if you were a Republican you were probably wrong. Everything changed for me that day...
My entire worldview changed. If you would have told me September 9 that I would have been at the world series game filming George Bush throwing out the first pitch with my 6-year-old son crying, I never would have believed you, but I was. Because my whole worldview changed.
