I guess I am really dumb when it comes to how our system works. How could 2 or 3 senators do any kind of business after everyone else has gone home? Apparently they can. S990 is Title 3 of CARA. Although there is some money in the bill for procurment, the Land and Water Conservation Fund(LWCF) was, is, and will always be the source of money which the feds and the states split to buy property.

In the CARA compromise of 2000, Congress committed to fund LWCF at 100% allowable for 7 years. This amount is $ 900 million per year which the feds and the states split. Bush was able to make some changes when he came into office. He managed to get Congress to allow $ 50 million for 2002 and $100 million for 2003 to be diverted from the federal portion of LWCF into grants to private landowners for conservation.

Anybody that gets worked up over S990 is poorly informed. LWCF is what should be stopped.

As I have said a number of times on this forum, the federal government should federalize all assets of the land grab NGOs. Then it should turn that land over to the states. I have no use for federal or private land grabs. It should end this very momment. It should have never been instigated.

Bob Smith has just ruined whatever legacy he had. There isn't a conservative supporter who will forgive and forget this cr-p.
