He is acting like they can't *electronically* wire 10 Millions dollars to an international bank account.
I wonder what is the limit for wiring money in U.S. and International?

I got the impression from the Chief's statement, that the shooter is trying to get the money wire transffered, to thwart and possible set up at a drop site.
Thus your post a though a great idea will not take place.

The only way to hunt and kill a sniper is with another sniper. However, this dude(s) obviously know that, and are refusing to fall into any sort of pattern that we can use to track him/them. Shoot, nobody even knows for sure if there is one, two or twenty.
The only way to defend against this sort of thing is to hand out Kevlar vests and cut down ALL the trees...home-schooling may soon become the norm...and telecommuting...
Personally, there is one weapon that I have found to be effective in this sort of thing...intercessory prayer...but for some reason God hasn't taken these guys out yet...
One thing for sure, this time next year, you won't be able to buy a BB gun...hello New World Order.

Moose is playing this by the "Hostage negotiation" rules...let's hope it doesn't blow up in our faces.
It's pretty obvious the terrorist is insisting that Moose communicate with him via public airwaves, and is obviously getting off on the hysteria this is generating.

I strongly suspect this is a sampling (much like the anthrax attacks) - to see how the U.S. will react to sniper terror in its security stronghold in the D.C. area. Well, I sort of agree. The Great Satan believes -- and has persuaded me -- that the anthrax is a threat aimed at our leaders meant to deter an attack on Iraq (it's conceivable it's meant to deter something else.) I think the sniper shootings are the same, a limited attack containing a warning of much more and aimed at deterrence.
