I don't think that the first car refused to pull over along the eight miles. It is my understanding that the patrol car who spotted the first car trailed them waiting for back up to arrive. Remember, one of the stooges said that there were three patrol cars behind him.

About the payment of the toll by the second driver, the more these three stooges talk, the more they change their own story.

I hope they release the tape and sworn statement of the toll booth operater soon.
