Since his residency is Allentown, Pa. he no longer lives in his district. Even one of his congressional opponents says Traficant is legally qualified to run for Congress from Ohio.

Absolutely!
The only difference between Traficant and the other Dems is a "Different" set of bars in front of him. He i9s surrounded by criminals just like the other members of Congress.

There are a lot of "registered" voters in Chicago that no longer (ahem) "live" in their respective voting districts.

When a politician is imprisoned and says it's a frame job, then a vote by the people might say whether that's true or not. I'd let him run for that reason.
Beyond that, I think the law already permits it. For that reason, he should also go ahead and run.
