Border governors flex influence muscle

Leaders from U.S.-Mexican border states said Saturday that last year's terrorist attacks created unprecedented interest in the region and now is their best chance to influence federal policy in both countries.

Emerging from a series of closed-door meetings at the 20th Border Governors Conference in Phoenix, the representatives from Mexico's six border states said that for 19 years, they've seen little action taken in Mexico City after submitting detailed conference reports. This time, they say, they will insist on getting answers.

Hotly debated issues like the sharing of water and electricity can be worked out only at the federal level, but border governors say they have to stop bureaucracy from getting in the way of major decisions.

"By directly petitioning our federal government, we're making sure our recommendations will be thoroughly examined and that some kind of decision will be made on them," said Fernando Canales Clariond, governor of Nuevo León.

Some border issues are a matter of life and death. The governors decried this summer's record pace of migrant deaths in the desert and renewed their call for the creation of a guest worker program that would provide legal jobs and curb risky border crossings.

Representing Arizona for the last time as she approaches the end of her term in office, Gov. Jane Hull reiterated the need for guest workers but also went further, noting she'd like to see the formal border disappear within two decades.

"Borders have a way of blocking our vision," she said.

"I see a region some day without walls. I envision a region where our children chat in English and Spanish, where we have an equal footing economically and we no longer need to count the bodies of migrants in the desert."

But until and if that change occurs, border governors want to make sure increased border security does not equal decreased cross-border commerce and tourism.

Arizona border towns, whose economies directly depend on Mexicans crossing north each day to shop, are still recovering from financial losses as shoppers disappeared after the Sept. 11 terrorist attacks.

Hull is a disgrace. Fortunately she will be out of office later this year. Maybe she'll move to Mexico. I wonder who will hire this ------- when she gets the boot later this year? Guesses, anyone?

I hope her replacement will have control over his/her mind,and realize their responsiblility to the security of the United States.

And everybody will live happily ever after. Needless to say that this woman has no business holding any elective office much less the governorship of AZ. I hope the good people of AZ get things right this time around and elect someone that puts the interests of AZ and America before the interests of Mexico.

Was this 'commie' honest, with the voters of Arizona, that the destruction of our national sovereignty was part of her political agenda?

I have a vision that one day all of these stealth 'one-worlders" will be put out of office and that their political careers will be over.

I am glad this woman is in AZ and not TX.

My question is---why are people pushing for "the creation of a guest worker program that would provide legal jobs and curb risky border crossings" when we have millions of them here already standing around on OUR street corners looking for work?

If she wants more of them here then let her feed, clothe, house, educate, and provide medical care for them.

This is classic example of the lunatics running the asylum!!

We're hoping and praying that Republican Matt Salmon, who term-limited himself out of the US House of Reps. He kept his promise to do so. Quite conservative, and has my vote.

I had lunch with two democrat ladies yesterday, who are going to vote for the Independent (former democrat), a guy named Mahoney, I think. Did my heart good, as Napolitano will get two less votes!! I couldn't convince them to go with Matt Salmon.

I have been here in AZ since 1973 and have seen the state go liberal in the past twenty years or so.

Californians, East Coasters and misguided Midwesterners coming here have completely changed the political landscape of this state, as well as education, etc.

So very sad.

The Arizona Republic reports that Governor Jane Hull, rumored to be a candidate for ambassador to Mexico, has stated her desire to finish her current term which ends in 2002. However, Hull "would be willing to entertain an offer from Bush at the end of her state service."

Clearly, an expanded foreign worker program could be beneficial to both the United States and Mexico and perhaps other Western Hemisphere countries. The idea that a solution must be developed has generated support from President Bush, President Fox, Arizona Senators Jon Kyl and John McCain, Representative Jim Kolbe, Sonora Governor Armando Lopez Nogales and others. In addition, Senator Phil Gramm recently led a five-senator delegation to Mexico to meet with President Fox. The other four senators who participated in this meeting were Pete Domenici, Zell Miller, Michael Crapo and Jim Bunning. Senator Gramm returned from this meeting with strong declarations of support for a new guest worker program and plans to introduce legislation in the near future. Members of the U.S. congressional Hispanic Caucus, including Representative Ed Pastor, have also traded views with President Fox on these issues. At the same time, industry groups are coming together to develop their own version of a solution. These powerful indicators show that now is the time for a true bi-partisan effort to develop a plan and move legislation.

No they don't, they are a way of making visible our jurisdiction which is far different from Mexico's.

Oh, and worship of her vision seem a little bit sect like kookish. Why didn't Janet Reno storm her compound instead Davidians' in Waco, TX?
