Regarding your editorial of Tuesday March 5, 2002
Congress deserves a voice.
According to information on the Federation of American Scientists web site...
"Executive order 10346, issued to the federal departments by President Truman, specifically charges them to prepare plans for maintaining the continuity of their essential functions at the Seat of Government and elsewhere during the existence of an emergency. It further stipulates in order to achieve uniformity of planning for the continuity of essential functions, the Office of Emergency Planning shall establish such standards and policies as it may from time to time deem desirable."
To believe the claim that Majority Leader Sen. Tom Dashle wasn't aware of any of this is laughable. According to his bio he spent three years as an intelligence officer in the U.S. Air Force Strategic Air Command and has been in the US Congress since the late seventies.
For the Bush administration to implement plans in place since the executive order 10346 was signed April 17, 1952 was the responsible thing to do.
For the democrats in congress to claim ignorance of these plans is just partisan politics.
For the Journal-Sentinel not to point this information out in its editorial is equally partisan.

The best comment I've heard on this has been by Rush Limbaugh who noted that out of the millions of federal employees, only 75-150 would be necessary in a "shadow" government.
He also indicated today that either Dashle should feel slighted because he wasn't included in the 75-150 or he's a liar because he was aware and chose to be Clintonesque about the whole affair.

I remember watching a show on Famous Hotels and there is one in West Virginia that had a huge underground nuclear facility built by our govt. in the 50's. I think it was called Greenbrier Hotel. It was very cool.

Nobody in government is constitutionally empowered to appoint replacements for elected or appointed officials "just in case" of any possible threat. For elected officials, the Constitution prescribes processes for replacing those who die or are incapacitated during a term. For appointed officials, there's no empowerment for appointing an alternate.
If the Constitution isn't the supreme law of the land, we're not living under the form of government established in the Constitution, are we?
