The GAO does reports for any member of Congress who requests one. It usually takes the stance that the member wants it to take. It acts as an arm of the member's office. This is a general rule. I have not followed this issue enough to see what is actually going on in this case.

I don't know, but my assumption is that GAO workers, being civil servant government employees, would statistically tend to be Democrats. Most government employees are Democrats.

Since their reports seem to always anger either side of the Republicrat party, it would seem they are unbiased in the general view.

The Director, Mitch Daniels, was a vice president at Eli Lilly. Prior to that he served as Chief of Staff to Senator Lugar (IN), and as political director in the Reagan Administration (1984). He worked for three years at the Hudson Institute and in 1988 he helped Quayle's VP campaign.

The GAO spokesman, Trent Duffy, was the RNC Press Secretary. Prior to that, he worked on the Bush campaign. And before that, he worked under Ari Fleisher at the House Ways and Means committee.
