The U. S. government released today a copy of a videotape of Osama bin Laden obtained by U.S. forces in Jalalabad, Afghanistan in late November.
The video was filmed by unknown persons.
"There was no doubt of bin Laden's responsibility for the September 11 attacks before the tape was discovered," said Secretary of Defense Donald H. Rumsfeld.
The release of the tape was made after balancing the concerns about any additional pain that could be caused by its release against the value of having the world fully appreciate what we are up against in the war against terrorism.
The tape was released with an English translation and English subtitling, prepared independently by George Michael, translator, Diplomatic Language Services; and Dr. Kassem M. Wahba, Arabic language program coordinator, School of Advanced International Studies, Johns Hopkins University. They collaborated on their translation and compared it with translations done by the U.S. government for consistency. There were no inconsistencies in the translations.

What I mean is that I doubt he was the at the head of it all by himself (which the media has painted him out to be). I feel very strongly that he was only a part (not even an absolutely necessary part) of a much larger organization. I didn't mean that he had no part in the attacks. Any part he had means he bears responsibility for it and should suffer for it.
However, the transcript bears out my point that he was at the very least an advisor to a group of people (thus the "we" in your quote). It does not prove that he was at the head of the planning, just that he was part of it. We really have no idea if only Al-Qeada is behind this, or if they had support (even leadership) from other groups (Shi'ite Muslims, Hamas, etc.). Thus, we don't even know if the "we" means people from other terrorist organizations or not.
I know I'll get flamed for this, but that's my opinion based on what I have read and heard.

Say we have some GERMAN terrorists hit our shores. We get names. Some of the names are "Jan Schmidt," "Hans Braun," "Gunther Muller," and "Dietrich Wiess."
We go looking, because these people are virtual unknowns, just some nondescript students. We find several "Jan Schmidts" for example, who might fit the profile. Which is the real guy? One works in a gas station in Hamburg. Another is a student at Heidelberg University. Etc.
Can you see what I'm getting at?
I don't know who we is. Probably in the Arab world, this smoking gun will come across as Osama & the Mossad.
