I see of two reasons why.

1. Klinton hates America, going back to his draft dodging days at Oxford, his stay at Moscow's best hotel, and his best friends place in Prague.

2. If Klinton is nothing else, he's a glory hound. He wants to be liked. He lets OBL bomb the place, and then he could have been the hero 'saving America'. I think that's what he wanted.
