Im paraphrasing what the Congressment is saying:
"We as a country cannot fear an open discussion {on the use of nuclear weapons)".
We have been attacked by Biological weapons, and as per our 50 year plan, need to fulfill our promise to deter such attacks by using small, tactical nuclear weapons on terrorists strongholds.
If we do not retaliate with weapons of mass destruction as they have used on us, future terrorist attacks with WMD may not be detered and the consequences may be more than we are willing to bear.

Even if we had a target, we could and probably should destroy it with conventional weapons.
The political fallout, in terms of world opinion, would far outweigh any gains we could hope for by the use of such weapons. Are we not the most powerful military on earth? Is it really necessary for us to hunt down cave dwelling cowards with nukes? That strikes me as the equivalent of hunting mice with my .308.
This is not about who loves us. It is about survival. Bugs are way worse than nukes any day.
The 'bio' attacks on us have, so far, been amatuerish at best.
And there is the salient point of how wars are won. They're won when the risks are too great to chance another one. I've been saying since 9/11 that surgical strikes that punish only the guilty would be worthless, because if you kill a thousand you can expect ten thousand to take their place. They've proven that their lives mean nothing to them; good grief, they think we're doing 'em a favor by sending 'em to the land o' virgins. The innocent must suffer -- as did our innocent -- if you expect to stop it.

Unlike you, most of us here have some acquaintance with history. We all very familiar with the effects of nuclear weapons and the kind of response they produce from the targeted nation. Remember: NUCLEAR WEAPONS - DEVELOPED IN THE USA - FIELD-TESTED IN JAPAN.

Sounds like someone in our military was thanking about Islamic terrorist/mass murdering thugs like OBL hiding in caves, when this weapon was developed. About 30 to 50 B61-11's would probably seal up an eliminate any cave in a 20 square mile area where OBL is hiding and sending his young camel thumpers out to commit mass murder!
Use the B61-11s, seal up the caves and just move on. They couldn't even find him and his lieutenants to make martyers of them! These B61-11s should handle Saddam and his mass murderers and their weapons of mass destruction!
