Well, first you check for survivng witnesses. Then check their previous credit card purchases, especially at local travel agencies. Airlines, especially (but not limited to) international flights could provide passenger lists for 9/10 and 9/11 or beyond. Recent bank account closings another way. Moving company contracts, taxi ledgers and storage unit activity are other options to detect recent movements.
There is a story, or unfounded rumor out of Nassau County (NY) that says an Arab-American family warned: "Don't go to 'the city' tomorrow!". That house was supposedly 'vacated' (i.e., empty) after (or on) 9-11 when authorities vsited same, so the story goes. Opinions, rumors and stories may not be "Facts", unless...

Money is the least of the problems we have to deal with. Sure there are going to be scam artists of every stripe sticking their hands in the pot, but security is more important. The money angle may help to track some down, but a smart sleeper will not draw to much attention to themselves. This is a prime opportunity for a change of identity or a way to slip under the radar (afterall who will be watching a dead person).

Police sources said that, after the interviews, the boy's father left for Pakistan. After his departure, investigators conducted a second interview with the boy and his mother, who told them that her son was having psychological problems.
How much you want to bet the kid heard it from dear old dad? If so, and he knew it was anything more than just a rumor, let's hope he was the one over there who got consumed by the U.S. flag.

From a friend who has an uncle and first cousin on the Paterson, NJ PD, There were people(Arabs) within 10 minutes of the news coverage converging in the streets, within two hours nearly one hundred, Paterson PD were called in to "protect" them, hundreds of Paterson thugs(mostly black, some latinos, very few, if any whites) showed up, the police backed down and the Arab crowd scattered.
Personally I have no doubt that there were Arabs and Muslims in Passaic county who had prior knowledge of the attacks. Something like 26 -30 people have been arrested in Paterson and the surrounding towns. Those people didn't live in a vacuum, and word of mouth in the tight Muslim communities would have disseminated the rumors. The sad part on our security side is,that these people have been here, and privately cheered the 1993 attacks, this time they had the confidence to do so in the streets.

I get my daily bagel from a Bangladeshi. I moved from NYC to Miami but wouldn't you know, there's a "deli" not more than 200 yards from my house run by Bangladeshi with Pakistani employees.
I knew they were suspicious because they don't sell anything Kosher!
