Bob Barr to Introduce Delaration of War (Title Mine)

Congressman Bob Barr has tentatively scheduled a press conference for 1:30 pm today at the House triangle (East Front of the Capitol) to introduce a House Joint Resolution declaring a state of war.

He will be joined by Representatives Chabot (R-OH), Schaffer (R-CO), Jones (R-NC), Souder (R-IN), Doolittle (R-CA), Tancredo (R-CO), Goode (I-VA), and Sessions (R-TX).

The resolution reads as follows:

JOINT RESOLUTION

Declaring a state of war between the United States and international terrorists and their sponsors.

Whereas international terrorist organizations without provocation staged two separate attacks on the World Trade Center in New York City, New York and the Pentagon on September 11, 2001;

Whereas any attack of international terrorism by a foreign country or entity on the United States or its territories, possessions, or installations should be considered an act of war; and

Whereas the Government of the United States should use all military, intelligence, and financial resources available to prosecute action against its enemies: Now, therefore, be it

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. DECLARATION OF WAR.

Pursuant to Article 1, section 8 of the United States Constitution, the Congress hereby declares that a state of war exists between the United States and-

(1) any entity that committed the acts of international terrorism against the United States on September 11, 2001;

(2) any country or entity that has provided support or protection for any entity described in paragraph (1);

(3) any entity that commits any other acts of international terrorism against the United States or its territories, possessions, or installations; and

(4) any country or entity that provides support or protection for any entity described in paragraph (3).

The President is hereby authorized and directed to employ the entire naval and military forces of the United States and the resources of the Government to carry on war against such entities and countries.

SEC. 2. DEFINITION. 1

In this joint resolution, the term ''international terrorism'' has the meaning given that term in section 2331 (1) of title 18, United States Code.

Ummm...Errr...Bert, only Congress can declare war. A formal declaration of war constitutionally frees the President to act as he needs to prosecute the war effort. Not to mention that it is a brilliant move on Barr's part. It forces the Dems to put up or shut up. I wish Barr was my Congressman.

Presidents don't declare war, Congress does. And Presidents don't formally introduce acts to Congress, Congresscritters do.

Barr's the right one to do the right thing at the right time. Even if it means some Arabs and Persians are gonna feel some heat.

I fully support this resolution. Has Congressman Barr coordinated this with the Administration? This call should come from the President, who has the most complete knowledge of the perps, their supporters, and our military/political options.

Where is the Blue Dog section of the Democrats? This is a good time for them to step up to the plate. I thought they advertise them as the new direction of the Democratic Party. Just as we thought. There are no new directions in that party.

Bob Barr is from the Congress who must, in accordance with the Constitution, make a declaration of War.

Perhaps he was asked to write the draft and is acting with the President and not alone.

True, but the President usually asks them. After all he is the Commander in Chief and has to fight it. This is more like a self serving hysterical act on the part of a few.

Who do we declare war against. Bin Laden? He ain't a country. Let's declare war against Sharon and get it over with.

Call your Congressman! I'm calling every Senator and Congressman in Texas, and saying 2 things:

Declare war now, and don't worry about bombing the exact person/people responsible - we need to formally declare war on the nation(s) who sponsor these terrorists and demand they surrender or they will be taken over. THEY made the decision to start this war yesterday, we will finish it, and

Start drilling for oil in Alaska NOW. Protected species be damned...

I want every one of the "rationalists" off tv. None of this, let's do a 6 month investigation, then try to pressure pakistan and afghanistan to hand over Bin Laden to stand trial. That is utter crap. This is war. A show trial in NY will not wash the blood of the thousands of dead americans away. I do not want a symbolic gesture of a couple dozen cruise missiles either. THIS IS WAR. No pussy footing. Congress, this is your one time in your entire careers to step up to the plate.

You think deciding if we should have $550 million, or $545 million for funding for road construction is a big fight, this kind of puts that crap in perspective. There are thousands of children now without mommies and daddies. We will remember you congressmen and women if you fail to act. We will never forget.
