The White House has blocked the transfer of Patriot missiles to Ukraine, US officials have said.
The transfer of interceptor missiles from countries friendly to Ukraine requires the approval of Pete Hegseth, the US defence secretary.
While Mr Hegseth has not formally rejected the deals involving countries other than the US – as the manufacturer, it retains control over the weapons – he has not completed the steps required to approve them, sources told The Washington Post.
Last week, a Ukrainian official told the Post that Kyiv had "only a couple" of missiles – vital to intercepting Russian missiles – left in its stockpile.
Volodymyr Zelensky accused the US of deliberately delaying the delivery to his war-torn country before talks with a top US envoy on Tuesday.
On Monday, Russian strikes on Ukraine killed a one-year-old in a pram alongside two other toddlers and three adults in Kharkiv. Also on Monday, the Ukrainian air force said the US gave Ukraine just 60 seconds' warning before a Russian ballistic missile attack on Kyiv.
Marco Rubio, the US secretary of state, called it "scandalous" to suggest that people were dying in Ukraine as a result of the US withholding information.
"I saw somebody associated with the Ukrainian government say that people in Ukraine are dying because the US is denying them information," he said while on a trip to India.
"That's scandalous. That's outrageous. That's simply not true. That's not accurate."
He denied that the US was deliberately withholding military supplies from Ukraine, but said it could be accurate that a batch of the interceptor missiles purchased for Kyiv's forces had not been delivered.
"I think the important takeaway for you is that there has not been some deliberate political directive to go out and harm Ukraine," he said.

I am all for having Russia get the crap kicked out of them. But what is the end game now? Are billion dollar missile systems even relevant in the age of cheap drones? Who is left to fight? Russians men were all drunk by noon when I visited Sochi. Indians ran the hotels and restaurants. Who is left in Ukraine for the meat grinder?
Good. Time to wind this thing down. If that little dwarf is willing to watch his country go down the drain in order to stay in power, that’s on him.
Patriots are delayed but will get there, we have troops in Ukraine being trained in modern warfare, we supply internet, intelligence, and targeting, we have Ukraine helping us and allies in the Middle East, and we are having Ukraine help us in the U.S. with their expertise, we even buy weapons from Ukraine.
While Putin’s people cling to every delay or manipulation of support of our aiding and support of our side in the war against Russian and North Korean troops, something that remains clear, is that we are supporting the side fighting AGAINST Russia and North Korea, America has a side in the war.
We haven’t gone neutral and haven’t switched to supporting the Russian and North Korean forces.
Very much like the blowback about “Who Lost China” during the Cold War, we’ll know who was responsible for losing Ukraine to the real communists in Moscow.
What a strange point of view. Iran has priority because they have worked to kill Americans for years and support terror proxies that threaten our interests. To a limited extend Israel stands between Iran and America because Iran would take Israel out 1st. That goes a long way toward making Israel & USA natural allies.
Ukraine’s fate does not impact USA directly. They do not threaten us or support us. Why would they be an American priority? We have been manipulated into this conflict by Necons, the CIA, NATO and Golbalist/EU players. Many American $ have been sent to the Ukraine to be distributed corruptly. It is well past time to extricate ourselves for the Ukraine situation since Zelenskyy is not interested in anything but keeping the war and his gravy train going.
There’ll be a bunch of moralizing and predictions of dead babies over this.
