NORFOLK, Va. (WAVY) — The city and Norfolk Police Chief Mark Talbot are named in a pair of related lawsuits over the hiring of a transgender police recruit.
The lawsuits, totaling $20 million and filed last week and Monday in Circuit Court, were brought by a current officer on suspension and another officer who was fired earlier this year.
Officer Meghan Grabow’s lawsuit alleges she was in a women’s locker room in 2024, when a department recruit she describes as a “biological male self-identified as a woman” entered that locker room.
According to the lawsuit, Grabow was in her underwear, and the recruit presented as a man in a suit and tie. Grabow told her superiors the recruit “just stared at me… as a man would look at a woman.”
Her lawsuit alleges police captains told her to “learn to deal with it” and “find another locker room.” One supervisor allegedly told her “if you feel unsafe, take your gun into the shower.”
Both lawsuits say subordinate officers were not informed that a transgender woman who presented as a man would be using the female lockers.
Fellow officer Martin Powers came to Grabow’s support. He said in an interview with WAVY that the department failed to give female officers notice that a biological male recruit who presented as male would be using the female locker room.
“How is that going to work? Where does this person, what shower do they use, what locker room? Are we figuring this out?” Powers said.
In a meeting including Grabow, Powers and other concerned officers, Police Chief Mark Talbot insisted that everyone refer to the recruit as “she,” according to the lawsuits.
Talbot allegedly told the group he had no duty to inform the department about hiring the transgender recruit — and did not violate any policies. The Norfolk Police Department enacted its first transgender policy in 2020, under former Police Chief Larry Boone.
Grabow is suing Talbot and the city for $15 million, claiming intentional infliction of emotional distress and denial of her right to exercise her religion. She said she doesn’t believe in transgender ideology as part of her Catholic faith.
Powers, a former pastor, is also suing on religious grounds as well as retaliatory firing. He’s seeking $5 million.
“This was not an accident,” Powers told WAVY. “There was no miscommunication. All of this was deliberate. It was planned.”
A spokesperson for Norfolk Police said Tuesday the department cannot comment on pending litigation, and cannot comment on personnel related matters. City Attorney Adam Melita emailed WAVY, saying “it is the general policy of the Norfolk City Attorney’s Office to not comment on anticipated or active litigation such as this.”
Statements of support for Grabow came from other officers. One wrote that Talbot had “failed” the department by not giving advanced warning. Another wrote of her own invasion of privacy, saying “the department was permitting this person with a (male body part) to use the female locker room.”
According to the lawsuits, Grabow is currently on indefinite suspension without pay, Powers was fired earlier this year, and the recruit is no longer with Norfolk Police.

From the facts given, your statement is wrong. It sounds like the recruit was a biological man who was attracted to women, and thus a role-playing straight guy.
The chief obviously handled things very poorly. But the woke idiots now running much of the country have put him in a no-win situation.

I don’t follow every Supreme Court case. Have they ruled on situations like this one? If not, they should. And do it while there’s still a conservative majority.
