$13 million on a national Memorial Site to do a cheap liner that has already failed is an atrocity, and one of the reasons there are oversight boards throughout DC to prevent such self dealing with your buddies.

I saw a video of strips of it floating in the pool and they didn’t look cut, but more like they were peeling off.
I looked at several photos and they look cut and ripped to me....
