Zimbabwe will return dozens of foreign-owned farms seized more than two decades ago during a land reform drive, but is not reversing the contested policy, the agriculture minister said Friday.
The land grab was launched by longtime ruler Robert Mugabe in 2000, with thousands of white farmers evicted, often violently, and their land redistributed to black Zimbabweans
The government will return 67 farms covered by bilateral investment pacts "but which remained un-occupied" to the investors, Agriculture Minister Anxious Masuka said in a statement.
The investors are from Denmark, Germany, the Netherlands and Switzerland.
More than 400 white farmers would be allowed to buy back all or part of their farms, Masuka said.
A further 840 farms belonging to black Zimbabweans will be restored to their owners, he said.
Critics have dismissed the announcement -- first made in parliament earlier this week -- as government flip-flopping.
Zimbabwe's land policy has been driven by political expediency, "characterised by a jarring disconnect between its revolutionary rhetoric and its pragmatic concessions".
Once renowned as a breadbasket, the southern African country now suffers from chronic food shortages.
Since taking power following the 2017 military-assisted removal of Mugabe, Mnangagwa has repeatedly pledged to compensate former commercial farmers and restore investor confidence, arguing that Zimbabwe must respect property rights to revive agriculture, attract foreign investment, and rebuild the struggling economy.
The 67 farms covered by the measure have largely lain idle for 20 years. For the former owners, resuming productive farming will be hard, given both the condition of the land and the deterioration of infrastructure.

It is sad, though, I knew a white Zimbabwean and his family when I lived in the UK in the early 2000s. They had this interesting accent.
They really loved Africa and they spoke of their farm workers with affection. They distinguished between the black farm workers and the Zanu pf criminals. But ultimately they really loved the land.
They were chased off land their great grandfathers had filled and you could feel their connection. These guys were true refugees who would have loved to go back home

2025 GDP of $50 billion compared to 2015 $20 billion or 1995 (before the evictions) of $7 billion.

Local white farmers have to buy or lease their land back. They are supposed to get compensated for improvements. This being Zimbabwe, they’re likely screwed. Foreign holders will get cash and their land returned, because that’s a condition of future aid.
Farming is hard work and land is the literal definition of a non-portable asset. I’d be surprised if whites, local or foreign, stick around. A policy change, and your entire investment is history, for a business that is low margin and a tough racket in the best of times.

Buy back lol... I’d take Putin’s or Trump’s offer before I ever bought back my land.

Allowed!! to “BUY BACK” their own land which was stolen from them— not purchased but STOLEN.
Look at this language — “allowed” to “buyback” what they never sold in the first place and in the second place this is land that should be given back to them, and they be compensated from the loss of income from the generationally owned productive farms.
The country is a burned out craphole with a starving populace, which formerly was a fantastic productive agricultural supplier to all of Africa. The breadbasket known as Rhodesia.
I would just add on that the violence was not exclusively against white owners; thousands of black farm workers were also displaced, assaulted, and in some cases killed or raped during the occupations.
A lot of the land that was seized, ended up on title to high ranking members of the ruling ZANU-PF (communist) Party, even if they had underlings occupy it.

In many cases, large agribusinesses were seized, and a few blacks farmed small patches of it inefficiently, while the bulk just went to weeds and trees.
The kids of the ZANU-PF bigwigs got to live in London, and drive around in expensive cars.
I thought Mugabe ate all the white farmers…..
