Dear Veto! I'm afraid not. Generally speaking, the Southern expression "Bless your heart" is the refined, gentile way of conveying what a Yankee might phrase as a suggestion to perform a biological impossibility.
It's not just sarcastic, it's downright brutal, especially if said with the friendly, light tone that would normally be used for "Would y'all like some sweet tea?"
