Dear Veto! I'm afraid not. Generally speaking, the Southern expression "Bless your heart" is the refined, gentile way of conveying what a Yankee might phrase as a suggestion to perform a biological impossibility.
It's not just sarcastic, it's downright brutal, especially if said with the friendly, light tone that would normally be used for "Would y'all like some sweet tea?"

District setting should not be left to politicians - of either stripe.

True, it certainly could be a sympathy-based statement. When Tennessee Ernie Ford said “Bless his pea-pickin’ heart”, you knew it was meant sarcastically.
These racially mandated districts have given us the unique cast of corrupt, insane, racially divisive radically far left black and “minority” politicians like “The Squad”, Mad Maxine Waters, Sheila Jackson Lee, Jasmine Crockett, Hank “Guam Capsize” Johnson, James Clyburn, Alcee Hastings and the list goes on and on.
This may just force the redistricting in New England where districts are gerrymandered so badly that States with 40+% Republican have zero Republican Reps
