A deal is a force protection measure for the guys who have to go in n the ground for weeks or months, to dig out the enriched uranium.
There is still a lot of shaking out to do within the regime. If they accept to stop funding their proxies (and allow them to be neutered), they will be abandoning the core of their Islamic (Twelver) Revolution.
We still have to see how much of a surrender the deal will be. Time works against the Iranian regime now, with the blockade choking them out, and more American forces enroute.
