OAK GROVE, Ore. (KATU) — Detectives arrested a 24-year-old man on charges including rape, strangulation and more.
On Thursday, Jan. 29, detectives from the Clackamas County Sheriff's Office arrested Jacob Todd Koser of Oak Grove on multiple charges, including rape in the first degree, strangulation, assault in the fourth degree, and menacing.
