Justice Dept. Drops Claim That Venezuela’s ‘Cartel de los Soles’ Is an Actual Group
NYT ^ | January 5, 2026 | Charlie Savage

The Justice Department has backed off a dubious claim about President Nicolás Maduro that the Trump administration promoted last year in laying the groundwork to remove him from power in Venezuela: accusing him of leading a drug cartel called Cartel de los Soles.

That claim traces back to a 2020 grand jury indictment of Mr. Maduro drafted by the Justice Department. In July 2025, copying language from it, the Treasury Department designated Cartel de los Soles as a terrorist organization. In November, Marco Rubio, the secretary of state and President Trump’s national security adviser, ordered the State Department to do the same.

But experts in Latin American crime and narcotics issues have said it is actually a slang term, invented by the Venezuelan media in the 1990s, for officials who are corrupted by drug money. And on Saturday, after the administration captured Mr. Maduro, the Justice Department released a rewritten indictment that appeared to tacitly concede the point.

They also dropped the idea that fentanyl(the alleged weapon of mass destruction) was involved and substituted cocaine instead which is not a weapon of mass destruction.

Skimming it- it’s the NYT defending the drug cartel that maduro was running or puppetting for

DOJ changed the indictment to read that it was a drug running and cartel charge without using the inside slang name for it for court

I take it to be like Vinny Gambini wearing a suit made of some kind of cloth for court

But I’m not a lawyer

So, these officials don't have their own cartel but are members of a cartel controlled by someone else.

They are bought and payed for government officials.

Chavez and Maduro intensionally ignored the drug trafficking in his country, ignored the murders and torture that his people had inflicted on them by the trafficker's.

Muduro deserves the death penalty as do many of his subordinates for their failure to act.

The prime purpose of government is the protection of its citizens.

“…substituted cocaine instead which is not a weapon of mass destruction.”

And?

Does the Monroe Doctrine demand that there has to be designated WMD involved? Or just that the media has to approve?

The Department of State designated Cartel de los Soles as a Foreign Terrorist Organization (FTO), effective November 24, 2025. Based in Venezuela, the Cartel de los Soles is headed by Nicolás Maduro and other high-ranking individuals of the illegitimate Maduro regime who have corrupted Venezuela’s military, intelligence, legislature, and judiciary. Neither Maduro nor his cronies represent Venezuela’s legitimate government. Cartel de los Soles by and with other designated FTOs including Tren de Aragua and the Sinaloa Cartel are responsible for terrorist violence throughout our hemisphere as well as for trafficking drugs into the United States and Europe.

In July of this year the Department of the Treasury sanctioned them and Tren de Aragua and the Sinaloa Cartel. Nicolás Maduro and other high-ranking individuals of the illegitimate Maduro regime who have corrupted Venezuela’s military, intelligence, legislature, and judiciary.

The only problem is proving it with the regimes still in Venezuela and the fear they promote. The hornet’s nest still has to be cleaned out with the assistance of the legitimate leaders of the nation. In time it will come out.

Without a weapon of mass destruction the allegations of terrorism, used to fire on civilian boats, evaporate

It’s a lot easier when the bad guys hold meeting and publish official meeting minutes. Sort of like that DNC convention every 4 years.

I imagine that the legal framework for the arrest and arraignment of Maduro has to match the indictment that was issued in 2020.

I also imagine the additional fentanyl/cartel charges can be added and/or investigated further for later indictments/charges.

But, I’m no lawyer.

Simple google search reveals otherwise. But the NYT would likely appreciate your view

“Acts of terrorism are broadly defined by the deliberate use of violence or intimidation against civilians to achieve political or ideological goals, and do not universally require the use of a weapon of mass destruction.
For example, U.S. law, as found in the U.S. Code at 18 U.S.C. § 2331 and further described by the FBI on their website, defines terrorism in terms of intent and impact (e.g., intimidating or coercing a civilian population, or influencing government policy by intimidation or coercion), not exclusively by the type of weapon used. Many incidents officially designated as acts of terrorism involve conventional firearms, bombs, or other non-WMD methods“

Dropping stuff off of indictment could be more related to strategy, not having to prove things even if true that don’t relate to getting a conviction.

The order comes after several months of controversial strikes on alleged drug-carrying boats and “narco-terrorists” from Venezuela in the Caribbean, which some critics have said could be illegal.

If you lived through the late seventies and into the eighties you must remember the huge number of doctors and lawyers and finance people who lost everything and often their lives to Cocaine. How many celebrities died taking speed-balls which is a combination of heroine and Cocaine.

Chicago and most major cities have a huge number of shootings every weekend. This is not from poverty or theft or boredom or lack of education like the nightly news may suggest. Its gangs who sell drugs in an area. They shoot competitors and debtors and police who butt-in. Take drugs away and gangs go away. And guns go away and shootings go away.

I do and I did. People make choices. The same choices have been available, in one form or another, for thousands of years. Drugs aren’t the problem; they never were. The problem lies in why people feel life is so bad that they feel they need to escape from it. But that problem isn’t easy to solve so people favor band-aides, the quick fix, rather than do the work necessary to solve the root problem.

Shaping the case to include what you can prove with evidence, as opposed to what you might believe, keeps the prosecutor out of the weeds and denies the defense red herrings. Seems appropriate. Blaming Maduro for fentanyl deaths made a better narrative.

Are you aware that Obama started this war? He had an executive order made march of 2015 regarding action against Venezuela. It was never revoked. Trump is ending this war Obama started

Trump said he was ending endless war. That most people refuse to trust President Trump is not my problem

I’m not opening that. Make your point if you think you have one
