His charges do not fall under military law. He is charged with criminal actions that fall under law enforcement and the DOJ. I read he wasn’t arrested by the military, but by agencies under the DOJ, with the assistance of the military.
President Trump made a point in saying the Law Enforcement elements were involved in the operation.
It was a legal operation, not military.
Trump can’t invade a country with the military without Congressional approval.
But he can extract criminals from other countries for prosecution in the US.
