As mail-in ballots began arriving for California's redistricting plan, voters in some counties have found a strange feature in their ballot envelopes: A hole that shows if they voted "no."

And lest anyone think this is just a bunch of conspiracy theorists overreacting, the Los Angeles Times addressed the issue with a statement from the California Secretary of State.
California Secretary of State Shirley Weber on Monday pushed back against a torrent of misinformation on social media claiming that mail-in ballots for the state's Nov. 4 special election are purposefully designed to disclose how people voted.
‘The small holes on ballot envelopes are an accessibility feature to allow sight-impaired voters to orient themselves to where they are required to sign the envelope,' Weber said in a statement.
Sure. Okay.

Why were the ballots printed so that the "no" bubble shows through the hole?

This isn't even the first time this has been an issue in California.
Governor Gavin Newsom's recall had the same issue. Here's KCRA3 warning voters about the issue four years ago:

Roxanne Hoge, the Republican chair in Los Angeles county, is begging voters to not panic and to vote against the measure.

Pennsylvania VBM ballots are first placed into an opaque security envelope. The security envelope is then placed into the outer, opaque, and windowless mailing envelope.
There are no coincidences. Substantive reason to void the mail in ballots. Hold the election and referendum at in person voting locations.
If you do that, they know you voted no
Right. Because the BIG FREAKING X right next to the signature line will surely be missed by the sight impaired ... but they'll see the smaller "hole".

BUY THEM IN BOXES OF 500. SIZE 10 WHITE GUMMED
NEVER GOT ANY WITH PRECUT HOLES IN THEM-—————

Yes, that’s what I did.
I tried it. One must fold the ballot in a way that doesn’t fit the envelope to make this claim work.
Yeah I assume so, I havent done it yet but it should be easy to do, just put it inside out, they have to open it and count it anyway
