Pennsylvania VBM ballots are first placed into an opaque security envelope. The security envelope is then placed into the outer, opaque, and windowless mailing envelope.

There are no coincidences. Substantive reason to void the mail in ballots. Hold the election and referendum at in person voting locations.

‘The small holes on ballot envelopes are an accessibility feature to allow sight-impaired voters to orient themselves to where they are required to sign the envelope,' Weber said in a statement. Right. Because the BIG FREAKING X right next to the signature line will surely be missed by the sight impaired ... but they'll see the smaller "hole".
What a joke.

Can it be folded or put in backwards?.............. My guess is if they can't see the circle, filled or not, they will toss it.

I tried it. One must fold the ballot in a way that doesn’t fit the envelope to make this claim work.
