US Citizenship is an option for all immigrants but only after having lived 5+ years in the United States.
Not all legal immigrant residents in the US opt to get their citizenship which enables them to vote.
An immigrant could be a legal resident of the US for 25 years but without citizenship that US resident cannot legally vote.
