The judge can’t simply wave away legitimate factors like race, place of employment, and language spoken that for the crime of illegal immigration WOULD cause an officer to have a reasonable suspicion about an individual’s guilt.

The majority of illegal immigrants are a certain ethnicity and speak a certain language and are commonly found in certain occupations. That is a fact. Using that criteria as a reason to inquire about immigration status is not racist. If the majority of illegal immigrants came from Sweden and most of them worked on fishing fleets would it be racist to inquire about the legal status of men who looked Northern European speaking Swedish who were on the docks unloading the catch?

It is permissible within the judge's order to show up at a location with a warrant for detainment by an immigration court for a deportation order of a specific person who is thought to be there.
If a crowd forms and then begins to riot, ICE is now free to detain these people, too.
