KYIV, Ukraine (AP) – Emergency workers pulled more bodies Wednesday from the rubble of a nine-story Kyiv apartment building demolished by a Russian missile, raising the death toll from the latest attack on the Ukrainian capital to 28.
The building in Kyiv´s Solomianskyi district took a direct hit and collapsed during the deadliest Russian attack on Kyiv this year. Authorities said that 23 of those killed were inside the building. The remaining five died elsewhere in the city.
Workers used cranes, excavators and their hands to clear more debris from the site, while sniffer dogs searched for buried victims. The blast blew out windows and doors in neighboring buildings in a wide radius of damage.
The attack overnight on Monday into Tuesday was part of a sweeping barrage as Russia once again sought to overwhelm Ukrainian air defenses. Russia fired more than 440 drones and 32 missiles in what Ukraine’s President Volodymyr Zelenskyy said was one of the biggest bombardments of the war, now in its fourth year.

Well, the reasoning by Putin for striking civilian targets it that, if they’re not fighting on Russia’s side, they are the enemy and must be killed. All Ukrainians are Ukrainian solders and fair targets. Some on FR agree with Putin.
Putin’s reasoning for targeting and striking civilian targets is the same as Iran’s. It’s what you do when you can’t effectively hit military targets with your current weapons systems, or you want to generate fear.
If Russia is attacking Kyiv, I’m guessing Moscow is in play?
On the last half of my 18 trips to Ukraine I stayed for about $20 a night at the “Smart House” in the NE of the Solomianskyi District, about a mile from the Beresteiska metro station. A BBC article gave the location of the bombed apartment as the SW area of the district, which would be about 5 miles from where I stayed.
A nine-story apartment would be newer with elevators. Most apartments are 4 or 5 floors max. I stayed on the 12th or 13th floor, and would usually take the stairs up and down for exercise. I could just barely see the area of the US Embassy from my window.

Attacking the citizens of Moscow would be a ‘political’ move, not a military choice. Especially since Russia is getting most of the ‘conscripts’ from rural Russia (avoiding population centers and media impact) or importing them from NK. Attacking Moscow doesn’t effect the trench lines or retake Ukrainian soil. War is hell, but bringing attacks against civilian targets in Moscow won’t help the war effort strategically. I doubt that Ukraine would waste the resources.
