Technically Flabler is correct. Government agencies don't have rights. They do have powers given to them by the governed, and they are well within their powers to enter Flabler's office under the circumstances.

A Congressman’s office in New York has no special priviledge in the law. In the District of Columbia, or on the way to and from, the Congressman has immunity. Staff, probably not.

Are Congressional offices public spaces, or private?
If it was a private space law enforcement would need a warrant to force their way in. If it’s a public space there is not that requirement.

ICE is a police force just like any other law enforcement agency. They have a right to “barge” into Nadler’s office if a crime (within their mandate) is being committed. Or is Nadler saying that his staff could commit any crime (like murder, robbery or rape) in his office and the police would have to wait outside?
