The three Ukrainian nationals were arrested in Germany and Switzerland on suspicion of agreeing to send parcels containing explosive or incendiary devices from Germany to Ukraine, German prosecutors said.
They were apparently working for people associated with Russian state agencies.
The alleged plan was for the men to send packages that would explode while being transported to Ukraine.
According to the German news magazine Spiegel, the man had started to run tests for possible attacks by sending parcels with GPS trackers to Ukraine.
The men are suspected of acting as secret agents for the purpose of sabotage, as well as agreeing to commit arson and bring about an explosion, federal prosecutors said in a statement.
Two of the men - identified only as Vladyslav T and Daniil B in line with German privacy rules - were arrested in different parts of Germany on Friday and Saturday respectively.
The third, identified as Yevhen B, was arrested on Tuesday in the northern Thurgau region of neighbouring Switzerland.

The arrests come amid heightened awareness among European countries about Russian-linked saboteurs targeting logistics networks across Europe.
Last July, packages ignited at logistics centres in Leipzig, Warsaw, and Birmingham within the span of a few days. Germany’s domestic secret service, the Verfassungsschutz, said that it was merely “a lucky coincidence” that mass casualties were avoided, as the July parcel bombs did not go off mid-air.
Previous reports linked the incidents to the GRU, Russia’s military intelligence agency. When you play the terror game with Russia (and we started that too as we escalated things), realize, that cuts two ways.
This has been going on for a while, all the arms factories in Germany and elsewhere catching fire, probably aren’t entirely coincidences. Downplayed by our government.
We simply do not want to accept the reality that Russia isn’t some backward Middle East regime we can push around at will.
They can fight back conventionally, fight in the media, push back economically, politically on the global stage, conduct unconventional warfare using proxies in the Middle East or Africa, target folks they don’t like inside the West, commit acts of sabotage in the West... all the way through nuclear war if that’s what we want.
