President Donald Trump is halfway home towards cementing the first step of his government spending agenda.
The House passed a continuing resolution (CR) Tuesday to continue current spending levels – with some modifications favored by Republicans – through the end of the fiscal year September 30.
The vote on the relatively clean CR followed a successful procedural vote earlier in the afternoon that cleared the way for passage.
The final tally was 217 to 213. Only one Republican, Rep. Thomas Massie (R-KY), opposed the legislation. Rep. Jared Golden (D-ME) was the sole Democrat to cross the aisle.
Conservatives have long loathed CRs, yet Trump not only won them over but enlisted them to publicly advocate for the legislation. Trump’s commitment to enacting spending cuts, made evident by Elon Musk and the Department of Government Efficiency (DOGE), made the difference.
The CR freezes current spending through the end of the fiscal year, with some modifications including an additional $485 million for Immigrations and Customs Enforcement (ICE) to continue Trump’s border security efforts.
Democrats preferred a shorter-term CR, ostensibly to continue working on each of the twelve appropriations bills that comprise congressionally-approved discretionary spending.
Trump, Vice President JD Vance, and other high-ranking Trump officials personally worked Republicans House members on the bill, which now goes to the Senate.
Sen. Rand Paul (R-KY) announced he will oppose the measure, which means at least eight Democrats must support the CR to prevent a shutdown before the Friday deadline.

Doesn’t matter what Massie thinks. The simple truth is that these gutless charlatans have, once again, kicked the can down the road.
This government MUST return to zero-based budgeting and rein in spending with a balanced budget founded in reality and the enumerated powers outlined in the Constitution.
Tru.p said in his speech he’s aiming for a balanced budget. Give time for the courts to affirm the DOGE stuff and give them to find the graft and that might be possible.
If so it’s worth waiting for.
You see, Trump has been no different than his predecessor in regards to CRs. The process in Washington DC goes on as before no matter how they try and spin it.

When they go on to reconciliation, no filibuster is allowed but they have to specify savings to offset or spending or reduced revenue (eg tax cuts which are stupidly scored statically rather than dynamically.) Whenever government ‘shut downs’ occur the (greatly overpaid by private industry standards) Fed workers always whine about not being paid yet always later are given back pay for when they weren’t working. Well, if the Rats filibuster the C.R. and thus shut down government Trump should promise NO back pay, instead use those shut down wages as further offsets for the reconciliation bill. Thus Democrats would be not only reducing their strongest bases pay, but shunting it to get more MAGA done.

Congress passed a budget without an annual increase - that’s a start.
The government fiscal year(FY) runs from 1 Oct-30 Sep. FY25 is already almost halfway over. If you try and litigate this year, you’ll have no time to work FY26, which is where Mr. Trump has a real shot at meaningful changes to the budget
A CR for FY25 allows him and the GOP Congress to focus on a feasible goal. It’s a smart long term approach.

If they had to worry about a shutdown, they wouldn't get these two MOST important things done and then they will do a REAL REDUCTION VOTE!
