This ought to make for a depressing investigation as for cause. Remember, while there are ‘right of way’ rules on the high seas, there’re not absolute. All vessels have responsibility to avoid collision if possible, regardless of if the other is breaking the ‘rules’. An accident like this is necessarily has fault on both sides, unless 1 vessel literally couldn’t avoid it or it was a deliberate ramming. Neither seems likely at first glance here.
