A luxury resort in San Diego County may be violating California laws after banning guests under the age of 18.
In a note on its website, the Alila Marea Beach Resort in Encinitas, north of San Diego, said it “plans to transition to an adults-only resort, welcoming guests aged 18 and over.” The policy change, effective Feb. 14, is to “provide a serene and tranquil environment tailored to adult travelers seeking relaxation, exploration and a peaceful stay by the beach.”
However, the decision to essentially ban children could put the hotel in hot legal water.
Chris Dolan, owner of Dolan Law Firm in San Francisco and Los Angeles, said any hotel that bans minors in California violates California Civil Code 51 — also known as the Unruh Civil Rights Act, which provides blanket legal protections against discrimination in California businesses.
“Anybody who’s providing public accommodation, engaging in contract, has to do so without effective discrimination, and that would include hotel establishments,” Dolan told SFGATE. “So the innkeepers are not allowed to have a restriction against children being on the premises.”
Dolan said violators of the Unruh Act could be fined $4,000 for each occurrence, plus attorney fees and other damages.

Make the lobby a bar and provide drink vouchers for each guest.
Underage are not allowed in a bar
Plenty of times I’ve wished I was in an adults only hotel.
You just segregate the rooms. Upper floors for no kids. 3 or 4 lower floors with kids.
Of course, depends on the hotel size.
Under 21 aren’t allowed in bars. They have to provide food to allow under 21 in most states.
Lobby bars sometimes do. And I don’t mean bar snacks.

Accomodations is a very broad term. According to Webster it says “something supplied for convenience or to satisfy a need: such as. a. : lodging, food, and “services” or traveling space and related services.
So if a group wishes to take a tour of a law office bringing kids into it to show them, wonder how long that would last?

The 18+ age limit doesn't guarantee there will not be childish behavior. There are too many examples of people into their 30's acting like spoiled kids now.
How well it works depends on how mature those over 18 are.
And I've not been impressed with what I've seen even of older adults lately.

There are plenty of them in Palm Springs. But it's Palm Springs, so . . .
There was….is?…a hotel in Laughlin that had 2 sections. One side for kids. One side for adults. There was even an adult only elevator.
Turn the hotel x-rated. Problem solved.
Tell them the owners feel like its not a hotel, but an adults-only cruise ship. If they can be ok with people feeling they are the opposite sex, they can be ok with people feeling like a landlocked building is an adults only cruise ship.
Put the kids on the upper floors.
Harder to sneak out.
