Well Trump already rescinded the order he made. FEMA has made their own decision at this point to freeze funds. So he has no jurisdiction over this action.

Firing four people will make the fifth one more cautious. A guy I worked with years ago had served in Viet Nam. He said once that if they wanted information they would take two enemy combatants up in a helicopter and when they got up a ways, they would start asking questions. When they didn’t get answers they would toss one of them out, and the other one would start talking right away. He said it and laughed for a second but felt bad about that because it was pretty brutal and he didn’t really feel all that good about it. I just have to add that part out of respect for a serviceman.
