I have a ton of questions like this.
I wonder if the agency just submitted a blanket “We need XXX billions to cover our grants” or if they have to submit a list.
If it is a blanket amount, then the folks in Congress will say, “I had no idea.”
I bet we will hear how difficult it is to itemize the budget requests every year. (It’s supposed to be hard.)
