congress thinks he needs permission, because of some law passed long ago, but a law can not remove constitutional powers vested in the chief executive. The law is unconstitutional and the president as head of the executive branch can run it however he sees fit.

This will be interesting! It was passed as legislation in 1979 and Carter signed it into law in early 1980.
You would think he would need legislation to do completely away with it. Maybe there’s another scheme in mind.

That said—President Trump can take a series of actions to radically reduce agency employment, authority and funding to the point where the agency would exist in name only....
