In the Grand Canyon state, it's illegal to slow traffic down by traveling below the speed limit. However, it's also illegal to "camp," or use the left (or passing lane) as a travel lane. In most states, the law mandates drivers to travel in the right lane and use the left lane strictly as a passing lane.
If you travel in the left lane and slow other drivers down, Republican Rep. Teresa Martinez is coming after you with a new bill. She became inspired to propose the bill when she found herself caught in traffic caused by a bad driver.
"Traffic was backed up for miles and I’m like what is going on here? Just a slow driver," she told 12 News. Her bill, HB 2235, would be a revision of state Statute 28-721, which requires drivers to "drive a vehicle on the right half of the roadway," with a few exceptions.
Her revision would see drivers slowing traffic on the left slammed with a $500 fine.
"I can tell you that there are people who think twice about getting in the HOV lanes during those specific hours because of the fine," she continued. "They just won't want to pay the fine and I don't blame them. I don't want to pay the fine either, and this is what that's supposed to do. Or at least try to do."

I was driving home from the DTW on Thursday afternoon and some Caddy would not move out of the left lane, saw at least 10 vehicles go around him in the right lanes. It was at 430pm so traffic was moderate to heavy. So this was an accident waiting to happen. Good thing one of those murderous SUVs didn't go postal.

My uncle used to tell the story about a time he was in his fuel delivery truck on a two lane highway with backed up traffic. He finally got up to the car that was holding everyone up and it was my grandmother (his MIL) driving 35 on a 60 MPH highway. Yes, the family took her keys shortly after that.
An officer pulled in behind him, and turned on his lights. Car started switching lanes to the right. Once the car was in the far right lane, office turned off his lights and went around him.
Everybody cheered. :)
I think “inspired” is too kind a word.
Misplaced aggression might be a better fit.
Was everybody under the speed limit while doing the right lane pass? And is passing on the right allowed in all jurisdictions? Sounds like a hierarchy of traffic violations, so anybody who gets pulled over for “camping” in the left lane could have grounds to argue that the police pulled the wring traffic-law-violator over.
Roads are often heavily congested. Traveling in the left lane is a standard thing on US 41 during much of the day near me here in Sarasota County, Florida.
A lane with a speed limit of X mph and a required vehicle spacing difference for safety based on that speed can only handle so many vehicles per hour.
Streams of cars filling both travel lanes can often be several minutes long near me. I budget five minutes to cross the highway.
In Miami-Dade, I-95 can come to a crawl at 7am.
My (deceased) uncle used to love to drive slow in the left lane. He often complained people were driving too fast, so he felt it was his duty to slow everyone down. Not kidding. These days, in many states, he would be ticketed for this.
I imagine now that Arizona has gone Full Retarded Blue, they are going to have to start coming up with new and wild ways to come up with revenue.
Could be $5,000 or $50,000, it won’t matter. Their ego’s are too big.
Decades ago they were ticketing people in NYS for driving too slow in the left lane, and also for passing on the right. I recall Dad mentioning that in the ‘60s and ‘70s.
Then they better repave the right lane. People travel in the left lane because it is smoother.
One of the things I liked about France travel, on Sunday the truckers are not allowed on the road. It forces them to take a day off and frees up traffic.
Stupid bill. Sick of gov trying to regulate everything. Just pass slow drivers if you want to.
My dad who used to drive the Wayne County Meat Wagon and interacted with police all the time told me that most Police view their duty is to keep traffic moving. Congestion and bottlenecks often result in accidents.
On California freeways, it seems to be the old, broken down gardening trucks that get into the fast lanes and back up traffic.
