President Joe Biden reportedly cancelled his Christmas plans in Delaware and returned to the White House on the same day when VP Kamala Harris announced she will not be travelling to California. The former, accompanied by First Lady Jill Biden, was seen swiftly leaving with his motorcade late on Thursday night.

The President Pro Tempore of the Senate has presided over all vote counts when there was no VP (8 times) or when the VP was too drunk or too far away to preside.
And it’s a vote count in public. Congress does not “certify” anything.
Kamala Harris is President of the Senate until 11:59 on 1/20/25, when the new President of the Senate is sworn in.
So she will preside over the new Senate from 1/3/25-1/20/25.

The Biden administration cannot arrange any circumstance whereby Trump could not be sworn in. The Constitution cannot be used to set aside the Constitution.
Biden probably left some Ukraine gold bars in his bathroom toilet tank and Kumalong is probably going to clean out all the whiskey bottles she hid around the Naval Observatory.

She and Joe believe that Kamala gave Pelosi and Schumer her support to threaten Joe with a 25th Amendment ouster. It is the Vice President, along with a majority of the cabinet, who must declare to the Senate and House that the President is incapacitated.
