The Biden-Harris administration amended a Bush-era directive against the assassination of Americans as it pertains to law enforcement activities in intelligence collection and national security.
The Defense Department appears to have removed language asserting that “under no circumstances shall any” component or employee of the federal body “engage in, or conspire to engage in, assassination.”
This clear language appeared in the August 2007 version of the directive, which relates to the implementation of former President Ronald Reagan’s Executive Order 12333, originally signed in 1981.
On Sept. 27, 2024, the Defense Department established more vague language, stating that no department “civilian employee or member of the Armed Forces will engage in, or conspire to engage in assassination.”
The “under no circumstances” clause is notably missing, prompting many on social media to sound the alarm about the intent behind the change.

The amendment was first noted by journalist Ken Klippenstein’s page, KlipNews, which shared the news on X.
Natalie Winters, a journalist and co-host of Steve Bannon’s War Room podcast, also highlighted the change on X.

Conservative news page @amuse reshared the update on its X page, crediting Winters for reporting on the change.
“With just months left in office the Biden-Harris regime decided to update the 17 year old Bush-era directive against assassin@tion of Americans,” the page, which uses uses AI and satire to report on news, wrote.

Of course, the CIA is an independent agency, not part of the DOD.

The only way the DoD rules would pertain to U.S. Civilians is if they plan to implement Martial Law. Sounds like they are setting up the prerequisites they will need.

I think the civilians they are referring to are civilian employees at the DOD. Unless I read it wrong.

There are 2 parts to this. Not only did they take out the “under no circumstances”, they also changed the language from “shall” to “will”. At https://astoriacre.com/shall-vs-will-understanding-the-difference-in-legal-contracts/ it explains that “shall” describes a legal obligation. “Will” only expresses an intent or promise, without any legal obligation.
So in 2 different ways the Biden-Harris regime changed this part to be much more ambiguous than it has been.
And this was done 12 days after the 2nd (widely-known) attempt on Trump’s life and 7 days after Congress directed the SS to provide equal protection to former Presidents and Presidential candidates as to current Presidents and VP’s.
Seems to me that the current regime is positioning its Secret Service operatives to have a “rogue” operative assassinate Trump. And their excuse will be “We never intended to have someone assassinate a threat worse than Hitler...”

That road goes both ways..
Notice that in (m) it says that other federal agencies working in agreement with the DoD don’t have to abide by these “rules” if the SecDef writes a memo granting an exception or if the President issues a directive or EO (some of which remain classified, if I understand correctly).
IOW, if I’m understanding it correctly, this “issuance” is not binding for federal agencies or departments cooerating with the DoD if the SecDef or President issues a (possibly classified) exception.
So, for instance, if the DoD says that Iran is trying to assassinate Trump and requests the Secret Service to assist them in thwarting those attempts, either the SecDef or Biden (or his controllers, let’s be honest) can write a classified directive or memo telling Secret Service that they don’t have to abide by this already-watered-down “intention” to not assassinate anybody.
If I’m misunderstanding this, somebody please correct me. Notice also that the language in this “issuance” preceding the part that removes the “under no circumstances” uses the word MUST. If these bureaucrats eliminated the word “shall” because they feared “shall” would be confusing, then they would have used the word “must” just like they did in this issuance right before they suddenly changed the language to “will”. This is deliberate - not just trying to get rid of any ambiguity from the word “shall”.
Geeze, I wonder why they would telegraph their intent like this. Seems like to me they would just ignore the rules like they normally do rather than making a public change, even a ‘quiet one’..

To me it’s like this: they either think that there will be no blowback if they pull off what it looks like they want to pull off, or they’re not worried about it because they believe they can handle it.
