The problem here is with the corruption union leadership knowing they will place their power and positions at risk if they openly defy the rank and file by endorsing Harris. So they decline to support a candidate in the hopes that the next time they are up for their own election the union members will keep re-electing the incumbents.
They are hoping that they will get slightly better government supplied housing than average slave when we go full Communist.

I once had a job where there was a lot of Electricians Union guys. They’d crack me up around election time. The left rear bumper of their pickup had a sticker on it, “Vote Clinton/Gore” The right side had a sticker, “I’m The NRA and I Vote.” Never could “wrap my head around that.”
