I believe it. When I did my little recon of the Aurora apartments last Tuesday, I'm convinced I saw outer layer of spotters. They were very young and dressed the same. The dark skin and jet black hair are distinctive from the native Colorado Hispanics. I also am convinced that I was followed three times, but can't prove it, of course. It didn't help that my SUV looks like an unmarked cop cruiser.
