Perhaps meth mouth? The drawing makes him look like a Yeti with rotten front teeth. In spite of the cold he was probably in beginning state of decay. He looks much better in the photo.

“..State Police found the lost fingerprint card from Grubb’s 1977 autopsy...” so had they not have lost the card how long would it have taken to identify him? ...and come to think of it..where was it for the past decades? Who found it? the cleaning lady?
