I bet that is because leadership DID withhold the permission. A recording of the conversation between the SS sniper and his leadership would be most interesting (and damning). But if they can sell the idea that "no permission was needed" then it become easier to say "no conversation happened" and "we don't have the recording you're looking for".

If anyone actually bothered to watch the video then its clearly obvious that the countersnipers do not have the elevation necessary to see around the peak of the building he is climbing on.While this may be true, that still fails to explain why no LEO were stationed on the highest, middle building of that group.

Roofs are VERY thin sheet metal and can easily be penetrated by rifle fire. Hosing the ridgeline would have worked wonders.
