Four Russian warships including a nuclear submarine have reached Cuba, just 200 miles off the coast of Florida, ahead of a planned military exercise in the Atlantic.
The fleet — made up of a frigate, a nuclear-powered submarine, an oil tanker and a rescue tug — arrived in Havana Bay on Wednesday, welcomed by a 21-cannon salute from Cuba.

The frigate and nuclear sun only have to be in close range to the USA- it wouldn’t matter if they can’t move after that as long as they can launch missles at short range to the USA.

Lol. There’s a big difference between a fleet with a few plagued ships and a fleet filled with them. In my 4 year Navy hitch, 2 of it on a destroyer, I never once saw a tug outside of a harbor. Russian and Chinese task forces always keep some along because of their inferior ships and especially crews.
A friend who is an ex-sonarman told me that the sonar sensors in the North Sea (by the UK) could detect a Soviet Alfa sub leaving harbor in Vladivostok. Our sonar capabilities make Russian or Chinese ones a laughingstock.

Boomers in which Gulf? The Gulf of Mexico? Whose boomers--the Russians?
First of all, Russia would be hard-pressed to send 4-5 boomer submarines to anywhere at one time, much less the Gulf of Mexico. Boomer submarines go on patrols and their mission is to stay undetected, unless called upon to launch their missiles. That mission would fail in the Gulf of Mexico. There'd be a US fast-attack submarine following each one of them, waiting for those boomers to make a twitch.
If you meant to suggest that there might be additional US subs monitoring this "armada," you can be most assured that there are. They just won't be US boomers, they'll be US fast-attacks, keeping a close eye on things.
U.S. Southern Command released a statement that said:
“The fast-attack submarine USS Helena is in Guantanamo Bay, Cuba as part of a routine port visit as it transits the U.S. Southern Command geographic area of responsibility while conducting its global maritime security and national defense mission. The vessel’s location and transit were previously planned.”
Although the United States stated that the Russian visit to Cuba did not pose a threat to the U.S. and that none of the vessels appeared to be carrying nuclear weapons, the ships were shadowed and tracked by the U.S. forces during their voyage to the port in Havana, Cuba.
