The FBI has opened a criminal investigation focusing on the massive container ship that brought down the Francis Scott Key Bridge in Baltimore last month — a probe that will look at least in part at whether the crew left the port knowing the vessel had serious systems problems, according to two U.S. officials familiar with the matter.
Authorities are reviewing the events leading up to the moment when the Dali, a 985-foot Singapore-flagged ship, lost power while leaving the Port of Baltimore and slammed into one of the bridge’s support pillars, said the officials, speaking on the condition of anonymity to discuss the ongoing probe.

The bridge is owned by the State of Maryland. Despite the name, Interstate Highways and the bridges that carry them are owned by the states.
As to why the bridge did not have any protection, after the Sunshine Skyway collapse, that would be a question for the Maryland Department of Transportation.
The main federal involvement would be the US Army Corps of Engineers which would be responsible for keeping the channel open and at the correct depth.
It’s specifically a criminal investigation, not just an “investigation”.

The ship with the ceramic tiles that freaked a geiger counter? Yeah. More importantly I remember the early 2002 train derailments that turned out to be well within normal but freaked everybody out. And summer of 2001 with the shark attacks that turned out to be way less that normal.

NTSB has interviewed both pilots, the captain, the mates, the deck crewmen, Chief Engineer, the other engineer officers and the engineer crewmen. Preliminary report due sometime in May.

Boy, that was fast. The only way they would have jumped on the investigation any fast would have been saying that the ship’s captain was at the Capital on Jan 6th.
First job will be to search the ship for any MAGA-inspired materials...

That is my understanding of things. Permits from the Corps of Engineers are required for almost anything touching a federal waterway. The Corps would have at minimum reviewed the plans and monitored the bridge construction from the perspective of protecting the waterway.
Were I investigating this, I’d look at the design/plans/constracts; the permitting/review process; and the communications between the various parties, to see if things were cut out of the project to save money. Or maybe things were in the contract scope but not actually done. Payoffs? If the State funded and built the bridge, but the Corps was in charge of the waterway, did pylon protection IN THE CHANNEL get lost in the responsibility shuffle?
This bridge should’ve been taken out by a ship 50 times before now.
It’s like that light bulb that stayed lit for 100yrs, it stayed standing despite immense circumstance to the contrary.
Yet for some odd reason, folks that have never been within hundreds of miles of the bridge went with terrorist attack off the bat.
I wonder why that would be the case?
I find it interesting that the harbor pilot remains unnamed.
