The primary problem is that the police funeral is an event that is not 100% controlled by the president's caretakers (he has declined past needing mere handlers). There is a possibly hostile crowd and non-scripted questions might be asked. We can't have that.

And no doubt even if he had his staff request permission to attend, he would have got the Hochul treatment. So, he saved himself the embarrassment
