this is exactly the kind of thing that SHOULD NOT be done by changing a rule!
If you want to make such a change, it should have to pass congress and then be signed by the president, not just a simple rule change with no elected person involved! The courts need to stop this kind of thing!

Their COVID booster jab is 95% short. People quit taking them.
EVs have already hit a wall in sales. People just aren’t buying them — mandate or no. Big Vehicle has been cutting production of EVs — because people just aren’t buying them.
Biden may mandate 1/2 of the sales by 2030 be EVs, but his policies won’t necessarily force people to buy EVs.
[It will be interesting to see the result of court challenges in the coming years.]
